Mozambique is hoping a recent visit by the International Monetary Fund will help pave the way for a new financial support programme as the country continues to face significant economic and debt challenges.
Mozambique’s Finance Ministry said on Friday that the IMF had completed its latest mission and that another visit could take place as early as November to discuss the conditions and targets for a potential programme.
The discussions come after Mozambique’s previous IMF programme ended in April 2025. Any new agreement is expected to depend on the government making further economic reforms and addressing concerns surrounding public finances and debt sustainability.
One of the country’s major challenges is its heavy debt burden. The IMF and World Bank have previously assessed Mozambique’s debt as unsustainable, limiting the government’s ability to secure financing and respond to economic pressures.
Mozambique’s financial difficulties were worsened by the 2016 hidden-debt scandal, which involved undisclosed government-backed borrowing and damaged investor confidence. The country has since faced difficulties accessing international financing.
Delays to major natural gas projects have also affected Mozambique’s economic outlook. The projects were expected to increase exports and government revenues, but delays have reduced some of the anticipated financial benefits.
The IMF has previously said Mozambique needs measures to restore macroeconomic stability and debt sustainability. Its discussions with the government have included strengthening public finances, monetary and exchange-rate policies, financial stability and governance while protecting vulnerable households.
Earlier this year, Mozambique cleared outstanding arrears to the IMF, a development that analysts said could strengthen the country’s position as it seeks renewed financial support.
For now, no new IMF loan programme has been approved. Further discussions and agreement on economic policies and programme targets will be required before any potential deal can move forward.
