The U.S. Senate has approved a sweeping bipartisan sanctions bill targeting Russia while honoring the legacy of the late Senator Lindsey Graham, one of the legislation's principal architects and one of Congress' strongest advocates for increased pressure on Moscow over its war in Ukraine.

The legislation, formally titled the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, received broad bipartisan backing after weeks of negotiations. Lawmakers described the vote as both a major foreign policy decision and a tribute to Graham, who died earlier this month after championing the measure for more than a year.

Tougher Measures Against Russia

The bill seeks to intensify economic pressure on Russia by imposing additional sanctions on Russian officials, financial institutions and sectors linked to the country's war effort.

One of its most significant provisions authorizes tariffs of up to 100% on imports from countries that continue purchasing large volumes of Russian energy, a measure aimed at reducing Moscow's oil and gas revenues. Earlier proposals had suggested even steeper tariffs before lawmakers revised the legislation during negotiations.

The legislation also contains measures intended to prevent sanctions evasion and restrict financial networks believed to support Russia's military operations.

Iran Added to the Package

During negotiations, the bill was expanded to include sanctions targeting Iran following requests from President Donald Trump, reflecting Washington's broader strategy of increasing economic pressure on Tehran alongside Moscow.

Supporters argued that the combined approach strengthens U.S. leverage against governments viewed as undermining international security.

Tribute to Lindsey Graham

Senators from both parties said passing the bill was a fitting tribute to Graham, who spent years advocating tougher sanctions against Russia and remained one of Ukraine's most vocal supporters in Congress.

The Senate vote coincided with memorial events honoring Graham, attended by U.S. political leaders and international dignitaries, including Ukrainian President Volodymyr Zelenskyy, who was also scheduled to meet senators during his visit to Washington.

Lawmakers praised Graham's leadership on national security and foreign policy, describing the legislation as a continuation of his efforts to increase pressure on Russia over the conflict in Ukraine.

Debate Over Presidential Authority

Although the measure enjoyed strong bipartisan support, some lawmakers expressed concern about provisions granting the president broad authority to implement tariffs and sanctions.

Critics argued that expanded executive powers should be subject to stronger congressional oversight, while supporters maintained that flexibility is necessary for responding quickly to changing geopolitical circumstances.

Impact on Global Markets

If fully implemented, the sanctions could have significant implications for international energy markets and global trade, particularly for countries that continue importing Russian oil and natural gas.

Analysts say the legislation may increase diplomatic pressure on major buyers of Russian energy while reinforcing Western efforts to limit Moscow's ability to finance its military operations.

The bill now advances through the remaining legislative process as Washington continues to coordinate with allies on measures aimed at increasing economic pressure on Russia and supporting Ukraine.
