North Korea has introduced changes to the rules governing its ruling Workers’ Party, with analysts saying the revisions could further strengthen Kim Jong Un’s control over the country’s political system.
The changes were approved at the Ninth Congress of the Workers’ Party of Korea and include new provisions aimed at strengthening the authority of the party’s central leadership and reinforcing discipline across its organisational structure. North Korean state media said the revisions were designed to improve party operations and strengthen its ideological and organisational foundations.
The revised rules reportedly place greater emphasis on establishing a strong central leadership system for the party’s activities. They also seek to clarify the powers and responsibilities of central party bodies while strengthening mechanisms for enforcing discipline among members and officials.
The move is significant because the Workers’ Party is at the centre of political power in North Korea. Kim Jong Un serves as its general secretary, giving him a dominant position over the country’s political decision-making and policy direction.
The revisions also come as Kim seeks to tighten discipline within the ruling system. North Korean authorities have recently placed increased emphasis on combating corruption, abuse of power and bureaucratic failures, with Kim warning officials that violations of party discipline could undermine the government’s wider objectives.
At a joint party, government and military meeting in July, Kim called for stronger legal discipline and intensified efforts to prevent corruption, describing violations by senior officials as serious political offences.
Analysts say the latest party changes should therefore be viewed as part of a broader effort to reinforce central control rather than as a major shift away from North Korea’s existing political structure.
The revisions also follow the Ninth Party Congress, where Kim outlined priorities for the next stage of North Korea’s development. The congress was used to assess the previous five years and establish political and economic priorities for the period ahead.
While North Korean authorities describe the changes as measures to improve party organisation and discipline, the revisions could make it more difficult for competing centres of influence to emerge within the ruling establishment.
The developments highlight how Kim Jong Un continues to consolidate his position after more than a decade in power. By strengthening the authority of central party institutions and tightening internal discipline, his government appears determined to maintain a highly centralised political system while pursuing its longer-term domestic and foreign-policy objectives.
