Silicon Valley’s push to expand infrastructure for artificial intelligence is facing growing resistance from residents and environmental groups concerned about the impact of large data centers on electricity, water supplies, pollution and surrounding communities.
In San Jose, California’s largest city, officials have actively encouraged data center development, viewing the projects as a potential source of tax and utility revenue and a way to strengthen the region’s position in the AI economy. However, residents have increasingly organized against proposed facilities.
The debate reflects a broader challenge facing communities across the United States. Technology companies argue that data centers are essential for expanding AI services and maintaining US competitiveness, while opponents are questioning who should pay for the infrastructure and environmental costs associated with the expansion.
One major concern is electricity consumption. Modern AI-focused data centers can require substantially more power than traditional facilities because they use large numbers of specialized processors to train and operate AI models. Some proposed projects in the San Jose area would require hundreds of megawatts of electricity.
Residents have also raised concerns about water use, backup generators, noise and potential air pollution. In some neighborhoods, proposed facilities are located close to homes, parks and other community spaces, increasing concerns about their long-term impact.
San Jose officials have said they are listening to residents and working on stronger standards covering environmental protection, electricity costs, labor requirements, aesthetics and community benefits. The city expects to present new standards to its City Council later this year.
Industry representatives, meanwhile, argue that data centers can provide significant economic benefits and support the technology sector. They say developers are increasingly using renewable energy, recycled water and other measures intended to reduce their environmental footprint.
The disagreement comes as California considers additional rules requiring greater transparency around data center energy use and protecting electricity customers from potentially higher costs. State lawmakers reached a compromise in August on legislation addressing the industry's growing energy demands.
The resistance is not limited to Silicon Valley. A national survey published this year found that 61% of US adults opposed new data centers in their local communities, showing that concerns about AI infrastructure have become part of a much wider public debate.
As AI companies continue investing heavily in computing infrastructure, Silicon Valley faces the challenge of balancing technological expansion and economic opportunities with residents' concerns over resources, environmental impacts and the costs of supporting the industry's rapid growth.
