President Bola Ahmed Tinubu has signed an Executive Order establishing a comprehensive regulatory framework for cryptocurrencies, virtual assets and digital asset service providers in Nigeria, marking a significant step in the country's efforts to modernize its financial sector and strengthen oversight of the rapidly growing digital economy.

The Presidency said the new order is designed to provide legal and regulatory clarity for participants in the virtual asset ecosystem while promoting responsible innovation, investor protection and financial stability. The framework is also expected to align Nigeria's digital asset regulations with international best practices and recommendations on anti-money laundering (AML) and combating the financing of terrorism (CFT).

According to government officials, the executive order directs relevant regulatory agencies—including the Securities and Exchange Commission (SEC), the Central Bank of Nigeria (CBN), the Nigerian Financial Intelligence Unit (NFIU) and other stakeholders—to coordinate the implementation of a unified regulatory regime for virtual asset activities.

The framework is expected to strengthen licensing requirements for Virtual Asset Service Providers (VASPs), including cryptocurrency exchanges, digital wallet operators, token issuers and other businesses involved in digital asset transactions. Companies operating within the sector will be required to comply with enhanced reporting, consumer protection and cybersecurity standards.

Officials said the new regulations seek to strike a balance between encouraging innovation in financial technology and addressing risks such as fraud, money laundering, terrorist financing and cybercrime. The government also hopes the framework will improve investor confidence and attract responsible investment into Nigeria's expanding digital economy.

The executive order comes amid growing adoption of cryptocurrencies and blockchain-based financial services in Nigeria, one of Africa's largest digital asset markets. Millions of Nigerians use virtual assets for payments, remittances, savings and investment, despite previous regulatory uncertainty surrounding the sector.

Industry stakeholders have generally welcomed efforts to establish clearer rules, arguing that a transparent regulatory environment could encourage innovation, improve market integrity and support the growth of fintech businesses while protecting consumers.

Financial experts note that effective implementation will require close collaboration between regulators, financial institutions and technology companies to ensure compliance without stifling innovation. They also stress the importance of public awareness campaigns to educate investors about the opportunities and risks associated with digital assets.

The government has reiterated that while the framework recognizes the role of virtual assets in the modern economy, participants must operate within established legal and regulatory standards designed to safeguard the financial system and protect users.

The executive order is expected to shape the future of Nigeria's cryptocurrency and digital asset industry by providing greater legal certainty, strengthening regulatory oversight and positioning the country as a leading hub for responsible digital finance and blockchain innovation in Africa.
