The French government has announced tighter rules governing foreign investment in strategic industries, expanding its powers to scrutinise overseas acquisitions that could affect national security, technological sovereignty and critical infrastructure.

The measures are part of France's broader effort to protect sensitive sectors as governments across Europe increasingly strengthen investment screening mechanisms in response to heightened geopolitical tensions and intensifying global competition. 

Expanded Government Oversight

Under the revised framework, the French Ministry of Economy will have greater authority to review foreign investments involving businesses operating in sectors considered vital to national interests.

The updated rules broaden the range of industries subject to government approval, including advanced technologies, artificial intelligence, cybersecurity, defence, quantum computing, semiconductors and critical infrastructure.

Officials said the objective is to ensure that investments contributing to France's economic development do not compromise national security or strategic autonomy. 

Protecting Strategic Assets

The French government said the reforms reflect the changing global security environment, where economic assets and emerging technologies have become increasingly important to national defence and resilience.

Authorities emphasised that the new rules are not intended to discourage legitimate foreign investment but rather to provide stronger safeguards for businesses whose activities are considered strategically significant.

France remains one of Europe's largest destinations for international investment and says it continues to welcome investors who comply with its regulatory framework. 

Part of a Broader European Trend

The move aligns France with a growing number of European Union member states that have expanded foreign investment screening in recent years.

Governments across the bloc have increasingly focused on acquisitions involving critical technologies, energy infrastructure, telecommunications, healthcare and defence-related industries.

The European Commission has also encouraged closer coordination among member states to address potential security risks associated with certain foreign investments.

Business Community Watches Closely

Business groups are expected to study the revised regulations carefully to understand how the expanded oversight could affect future cross-border mergers, acquisitions and investment projects.

Legal experts note that while the measures may increase regulatory scrutiny for some transactions, they also provide greater clarity regarding sectors that require prior government approval.

Analysts say transparent investment rules can help balance national security priorities with France's continued attractiveness to international investors.
